The real answer is.....

When surrounded by enemies who continuously plan, and follow through on violent attacks, and are awaiting the perfect moment to conduct an all out attack what is the right answer? To a normal person the answer is to attack before they get a chance. In Israel the answer appears to be a little different.

Barak urged that safety rooms be built in the nine kibbutzim which, even though they will not be protected by Iron Dome - the planned missile defense missile system - when it is deployed in another two years, did not receive government funding to build them at the government's expense.

So according to Ehud Barak, the answer is cower under a reinforced roof. Don't attack the enemy with the intent of destroying them. Let them continue to attempt to destroy you. Don't properly defend your citizens or let them defend themselves. Instead live in fear and hide in makeshift bomb shelters. Yeah. This sounds like a real winner.

here's an idea. While building these shelters, place a large contingent of Israeli soldiers in the area and let them defend the people. The best defense is a strong offense. Preventing the rockets and homicide bombers from being launched on Israelis is more affective than standing by and watching them.

The people on the Gaza border should have a defense in place. If not, they should form their own. The people must do what the government apparently won't.
